North West Non-Emergency Patient Transport Services conduct complaint

Medical Services (a division of Lewis Day Transport plc) has asked the CCP to assess whether NHS Blackpool (on behalf of the PCTs of the North West Strategic Health Authority) has acted inconsistently with the Principles and Rules for Cooperation and Competition in its purchasing of non-emergency patient transport services contracts from North West Ambulance Service NHS Trust.

The CCP is assessing this issue under the conduct provisions of the Principles and Rules for Cooperation and Competition and will decide whether the conduct of NHS Blackpool could be expected to give rise to an adverse effect on patients or taxpayers.

The closing date for initial submissions is 18 April 2011.

Deadline for completion of Phase I * 20 June 2011
Deadline for completion of Phase II (if required)** 27 September 2011

* At the end of Phase I, the CCP will either:

  • advise that the conduct in question is consistent with the Principles and Rules for Cooperation and Competition; or
  • proceed to a more detailed Phase II investigation.

** Phase II allows the CCP to undertake a more in-depth investigation where this is required to fully assess the matter.
